[ARCHIVED] Planning Liaison Update – September 2019

By Mayor Kristine Lott

At the September Planning Commission, discussion continued around Form-Based Code and the buildings being constructed on our Gateway corridors. The group discussed possible changes to allow buildings to be set farther back from the sidewalk. The current maximum setback is 2 feet, and the group discussed increasing this to 5 feet. Conversation centered around how much of a building’s façade could be offset this way in order to maintain the general building line at the sidewalk for an active streetscape. This conversation will continue.

The commission also received public comment from Elaine Ezerins of the Winooski Partnership for Prevention. She shared images of alcohol and tobacco signage on businesses here in Winooski, and ordinance language from other communities who have worked to reduce the amount of alcohol and tobacco signage that kids are exposed to. The Planning Commission discussed whether such an ordinance could actually be effective in Winooski and what it would mean for businesses and individuals advertising products and services. There was interest in pursuing the discussion further, and an official item will be added to a future agenda.

City staff provided an update on historic preservation: Winooski is applying for a Municipal Planning Grant from the State of Vermont to hire a consultant. The consultant would survey our historic structures, and lead a community outreach effort to understand what we as a community would like to preserve.
