[ARCHIVED] BTV Noise Map Update and Public Meeting on 10/24/19


Greetings Winooski -

On May 29, 2019, the Burlington International Airport released a draft of the 2018/2023 Noise Exposure Map. The Noise Exposure Map details the operation of aircraft-related noise exposure and land uses around the airport and surrounding communities. The Noise Exposure Map is used to drive the distribution of funding from the Federal Aviation Administration for a Noise Compatibility Program that may provide sound mitigation to impacted properties. Many properties in Winooski are impacted as shown in the Noise Exposure Map.

The Noise Exposure Map draft was open for 30 days of public comment, including an official response from the City of Winooski (view the comment here). The Airport has spent the past few months reviewing those comments, updating the Map, and have officially submitted a final draft to the FAA for review. The FAA has now accepted the Noise Exposure Map which has been published in the Federal Register.  In the meantime, the Airport will be working on the design of the Noise Compatibility Program. The City of Winooski is pleased to see that some of the items we advocated for in our public comment are being incorporated into the final Map and the Noise Compatibility Program:

  • Sound Insulation as the highest priority option for mitigation. There will also be assistance for homeowners wishing to sell their property via Purchase Assurance and Sales Assistance. No home removal is proposed.
  • No avigation easement required for homes that are Sound Insulated – this means that if you accept noise insulation, and the noise exposure map changes in the future, you could be able to apply for the program again if noise conditions change. This will not apply to Sales Assistance or Purchase Assurance.
  • Funding for monitoring real noise levels at the airport.

There will be a public meeting on October 24th, from 5 – 7 PM at the Burlington International Airport which will open a 30 day public comment period. Community members are encouraged to attend – feel free to speak with and be informed by experts who will help you understand the FAA’s sound mitigation options for the community, our neighborhood, and your home. By the end of 2019, the Airport will review and respond to any public comments, use them to finalize the Noise Program and submit it to the FAA. The FAA will have 180 days to review the Program before it is final. Those that live in neighboring communities who are affected are also encouraged to join us. This is an open-house style event (no formal presentation) - all are welcome.

Written comments can also be submitted via or via email if you are unable to attend the meeting.

As we seek to create a livable, thriving community with quality affordable housing stock, understanding our sound mitigation options will be important. The City of Winooski continues to participate in meetings at the Airport related to the noise mitigation program and regular Airport Commission Meetings. We are also working with the cities of Burlington and South Burlington to gain a seat on the Commission and developing an agreement that supports a continued cooperative approach to airport operations and community impact. The City of Winooski will continue to work with the Airport, the City of Burlington, the Vermont Air National Guard, and other regional partners to advocate on behalf of our residents as well as keep them informed.
