[ARCHIVED] Planning Council Liaison Update: 5/16/19

I’m pleased to bring you this update from the Planning Commission’s May meeting. As shared in the March update, the Planning Commission is currently focused on improvements to the Form-Based Code, the zoning in our Gateway corridors, to ensure that we continue to see growth and development that benefits Winooski. 

At last week’s meeting, the commission looked at tightening up the language in four different areas: Lot coverage, historic preservation, the application process for uses that are exempt from zoning permits, and continued the discussion on Split Zoning. 

  • The lot coverage update would define certain pervious surfaces that can be counted towards lot coverage, such as asphalt or pavers. 
  • Discussion around the application process for exempt uses, which don’t require a zoning permit, centered on which uses should actually require an application and which might not. 
  • The historic preservation discussion centered around what protection our current zoning actually provides, which is quite limited, and what a future update might include. This will be an ongoing discussion over many months, as effective preservation requires more than a simple code update and should reflect a community values discussion. 
  • Split zoning refers to a scenario where a property owner has a portion of their parcel in one zone, let’s say the Gateway, and the rest of their parcel in a different zone, let’s say the Residential. The Planning Commission has been discussing how that parcel should be treated – re-zoned to a single set of regulations or subject to two different zoning regulations – and how this would be determined. The commission has requested more examples of options from staff in order to make an informed decision and will continue this discussion at a future meeting. 

The Planning Commission meets the 2nd and 4th Thursday of each month and meetings are open to the public.
